So you think it makes any difference in image quality for a camera with base ISO 100 and one with ISO 200? If all things stay the same, would the ISO 100 camera gives better image? I am not scientific but I tend to think the lower base ISO camera would give better pictures. Though in real life situation, I can’t probably tell from ISO 100 and ISO 200. I guess my question perhaps doesn’t make much sense? If a scene call call a EV 15 exposure and the ISO 100 needs f5.6 and 1/250 sec and the ISO 200 needs f8 and 1/250, so the smaller aperture gives better picture? or the ISO 100 gives better picture?

NO, ISO 100 in the D700 will not give better image. Using the base ISO of a camera will have the best noise performance. Comparing base ISO of different camera should not be an indication of noise performance as the sensor and related circuitry is different. You could tell the different of ISO100 and ISO200 from the same camera will you look at the dark shadow part hard enough. As the aperture or shutter speed that is affected by ISO, it really depends on what you need and cannot conclude that smaller aperture or faster shutter speed is better.
